1.        General

 

The Central Gauteng Lions Cricket Umpires Association is a non-profit organisation and the rates we charge for providing umpires are basically the same amounts we pay to the umpires for their services rendered.

Outside of our CGL League commitments all our other umpires are paid the same amount. We will therefore also charge the same amount for any of these umpires allocated to matches irrelevant of their level of qualification and their amount of on-field experience.

In a very few limited occasions we will deviate from our standard price list, and only then if the occasion seriously justifies this deviation.

2.        Basis of Cost

 

The umpires are paid for the expected time they will be standing and a different rate per each type of match will be charged.

Included in the rate charged per match will be a standing fee per match and a travelling cost per day.

The annual price list is reviewed before every season and then approved by the Executive for the duration of that season. These rates will be used for all matches during season irrespective of the level or status of the specific match(es).

The price list includes rates per umpire per match(es) for when we allocate 2 (two) umpires to a match and for when our umpire is the only appointed qualified umpire standing in a match.

It is preferred that 2 official umpires are allocated to any match, but if for what ever reason only 1 umpire is requested we will also accommodate such a request.

Due to the added workload and responsibilities when our umpire is the only qualified umpire standing in the match a separate rate will be charged for that particular match(es).

3.        Quotations

If an official quotation is required this will be supplied on request. Please ensure that request for quotations are made timeously in order to ensure that these can be supplied in time.

4.        Payment of Umpires

Umpires are NOT to be paid directly.

All umpiring fees will be invoiced to the relevant school, club or association directly from the Umpires Association and the Association will in turn then remunerate the Umpires for their services rendered.

These invoices will be issued as soon as possible after the last match(es) covered by the invoice and these invoices are payable on receipt.

The umpires are paid monthly for their services rendered and if these invoices are not paid immediately it creates a situation where the Association does not have the cash flow to make these monthly payments.

5.        Cancellations of matches (at least a day before)

Notice of any cancelled match must be done at least 24 hours before the match(es).

If the CGLCUA has not received these notices in time, the match(es) will still be charged for.

6.        Calling off matches or Cancellation of matches on the day of the match

Unfortunately, due the nature of the game of cricket, it is the Association’s policy to pay the umpires when they have been allocated to a match and have therefore set aside their time and organised their schedules to officiate in such cricket match, even if that match is interrupted or does not get played at all due to whatever reasons.

Therefore, any match(es) cancelled or called off on the day due to the conditions of ground, weather or light, or any other reason, where the umpires are already present or where they have left their homes to attend the match, will be charged for as if the fixture happened without any interruption or cancellation.

Due to the numerous ways our umpires travel to matches managing the time left from home is not a fixed variable and in these cases each umpire’s situation will be reviewed individually and the greatest of care will be given to ensure a fair outcome to all parties.

7.        None arrival of opposition

As mentioned before, the umpires will still be paid in the event of either of the teams not arriving for a match and the match being called off due this reason.

The club, school or association who requested umpires for the match will still be charged for the umpires and it will be up to the individual club, school or association to then recover these fees from the non arriving opposition team.

REQUESTING AND

CANCELLATION OF THE REQUESTS

FOR UMPIRES

1.        Requests

 

All requests for Umpires must be done through one of the following:

Currently a request through the website will send an automated confirmation of the request to the email provided in the request. The Form option should have a similar functionality in the nearby future.

Either of these types of requests will be automatically sent through to the responsible people within the Umpires Association who will confirm receipt of these request via the email address provided in the request. All further progress regarding the request will be corresponded by via the email addresses in use.

Requests may also be initiated telephonically or by text message but must then still be ratified via the official channels above. The request will only be official when sent through via the website or Microsoft Form.

Requests need to be submitted within the following time frame:

Umpires requested for a Weekday match

By 16h00 with at least 1 (one) full business day between the request and the match.

Umpires requested for a Saturday or Sunday match

By 16h00 on the Wednesday before the weekend.

More than 4 (four) umpires requested for a day

2 (two) full business days before the match(es)

Umpires to stand for more than 1 (one) day.

i.e. Time cricket matches over a number of days

      Festivals, Tournaments, Trials

1 (one) week before the event / match(es)

 

Requests received later than indicated time above will still be considered, and if possible, umpires will be allocated the relevant match(es).

 

An additional administration fee of 10% will be charged on any late requests that have been completed.

 

2.        Freelancing & Specific requests

Umpires may only stand in a match after being allocated to it by the Association unless authorisation has been obtain from the Association to act differently.

All requests for umpires must also be sent to the Association and the umpires may not be contacted directly.

The request of specific umpires is not allowed. Our administrator will allocate umpires based on availability and a number of other factors.

The only exception to these rules will be if the umpire standing in the match is an employee of the relevant school, club or organisation and is also an active current member of the CGLCUA. The Association must however still be notified in these cases as it affects the allocation process used by the Association.

3.        Cancellations of matches

Our administrator, Brian Catt, is to be informed of all cancellations or rescheduling via e-mail.

Please refer to our Costing and Policy document for additional information on Cancelled matches, the Calling off of matches and other instances of where matches are interrupted or not played at all.

4.        Food and Drinks

Unless a prior arrangement has been agreed on between all parties the following policy will be followed:

•       Drinks are to be provided to all the umpires during Drinks Breaks and any other scheduled intervals during the days play.

•       Where umpires are required to be at a match(es) for more than 4 hours it would be greatly appreciated if they are provided with lunch or supper.

If no lunch or supper is to be provided please inform our administrator in order for us to prepare the umpires of such fact.

5.        Required Information with each request

•       Name and additional billing details (if required) of entity responsible for payment.

•       Name of the relevant contact / responsible person.                                                           

•       Person(s) in charge on the day(s) of play.                                  

•       Cellphone and e-mail details of all the relevant people involved.

•       Date(s) the umpire(s) are required                                               

•       Time(s) of match(es)                                          

•       Venue(s) of the match(es)                                

•       Format of the match(es)                                   

•       Playing conditions applicable to the match(es)                    

•       Colour of the ball to be used for the match(es)

•       Person or entity responsible for umpire’s food and drinks.                                              

•       Teams involved in the match(es)

 

6.        Assessment of Umpires

We do not require any Captains Reports or any other Evaluation of our umpires for non-league fixtures. If the requestor do however want to do Evaluations on the umpire(s) provided please note this in the original request or any time thereafter. Our Administrator will in these cases supply the necessary reports that can then be completed and returned to him.

In all league matches a captains report needs to be submitted by both captains for all the officially appointed umpires in that match. A link to the electronic form can be found on our website at https://www.cglcusa.co.za. A manual report is also available on request from our Administrator.

7.        Complaints or Compliments

All Complaints and Compliments must be sent to our official communications email address: admin@cglcusa.co.za.

All comments will be noted and if needed investigated and feedback on any actions that might need to be taken or of actions that we have taken will be given to the relevant parties involved.
